Description:
Text, in the fom of a manifest, created to be broadcast on T.V., radio, and other different mass-medias (the first shape was a postcard. It can be adapted, with few changes, to all the area that use the title.
It is a 'rumour' production, not a material piece of work. .

Those who have seen the Earth from the Moon say that one can see the Great Wall of China and the Belgian streetlights /

If one connects to the webcam system of a geostationary satellite that floats at around 35000 km from the ground, while regularly modifying the longitudes eastbound to westbound during 24 hours, one can follow the night circle around the Earth /

One may note that Japan, South Korea, the United Arab Emirates, Israel, a slice of Europe around Belgium and some parts of the east and western coasts of the United States are constantly illuminated
The inhabitants of these regions never have a right to darkness /

When a celebration of considerable size occurs on Earth, it generates more light than ever /

Yet, if someone decides to organise a remarkable event from afar, one should envisage the possibility of not lighting one of these slices of Earth during a determined time frame /

The night of December 21 is the longest of the year, and has thereby been chosen with a view to switch off Belgium for three minutes, every year, on that date. Inhabitants are invited to work alongside government and institutions, by switching off their home lights at a preset moment in time.
